Design at the service of cities: the case of the creation of the Integrated Protocol for the Care of Infants in the City of Sao Paulo

The City Council of Sao Paulo, together with the Maria Cecilia Souto Vidigal Foundation, brought together the organizations Talking City and Futurar, dedicated to designing public services, for them to face this challenge: strengthening the Network for the Comprehensive Protection of Infants at all levels of its administration (from secretariats to care centers), thus ensuring that no matter where they come from, pregnant women, children ages 0 to 3 years, and vulnerable citizens have access to comprehensive care, as well as to education and social assistance, through the actions of the health sector. That is, doing away with the isolation and stratification resulting from different policies, thus guaranteeing the effective and systemic assistance to these families. This talk will show how we make use of design to build these bridges, and moreover how we involve a huge network of parties by means of a collaborative process, raising awareness about this protection and interfacing network that enables dialog and joint actions. We will also share with you the challenges we faced before and after Covid, as well as our main hits and misses in the process; we will show to you the end result, institutionalized as a pioneering public policy in the city of Sao Paulo.

Master's degree in Strategic Design from Unisinos-RS, for eight years she has been developing social innovation projects starting from design, working on the development of strategies, platforms and services to improve urban systems and the quality of life in cities. She founded Talking City, where she focuses on improving public services based on collaborations between governments and citizens, in addition to developing content and courses in Design and Innovation. She is a TEDx Speaker, professor at IED-SP and Postgraduate Coordinator in Business Innovation, Strategy and Modeling at ESPM-SP. She participates in the MADI Network (Women Working in Design and Innovation).

Laura Lemos

Researcher, service designer and specialist in practical government innovation. Graduated in Social Communication and specialist in Design and Socio-psychology. She also learned about impact program design and evaluation at the Harvard University's Center on Developing Child. She is the co-founder entrepreneur of Futurar, a network consultancy that helps people and organizations, mainly governments and business foundations, transitioning into the future. Her interests and multidisciplinary experience are in the areas of health, education, social assistance, urban planning and skills development.
